Lingshan Bay Film and Television Culture Industry AreaWith a total amount of 75 million yuan invested on the film and television museums, ancient culture parks, and courtyard landscapes, the Industry Are can meet the shooting needs in different ancient dynasties in China, such as Tang, Song, Yuan, Ming, and Qing.

The Lingshanwan Film and Television Culture Industry Area lies in the key position of Qingdao’s west coast. The Area is one of the ten functional areas of the Qingdao West Coast New Area. Boasting a planned area of 92 square kilometers, 45 square kilometers is the pioneering area for development. It is a place designed for film and television as well as big data as pillar industries, with the help of new business modes and new growth drivers, in the hope of becoming a pioneering zone for “replacing old growth drivers with new ones” and a demonstration area for industrial transition and upgrading.

The Area will be run with a market-oriented approach. A development mechanism of “responsible company + headquarters” is developed, with the West Coast Development Group Co. Ltd responsible for construction and the headquarters responsible of overall planning, coordination and backstage support. Since its launching in 2013, the Area absorbed a total investment of nearly 60 billion yuan, with industrial projects worth hundreds of billions of yuan featuring in three major parts, i.e. film and television, technology and tourism. In a short period of only four years, the Area has changed from a suburb into a vibrant modern town.

THE FILM AND TELEVISION INDUSTRY is growing with extreme speed here as a leading industry of the Area. The Qingdao National Film Exchange Centre and the Film and Television Service Centre are established and 112 film and television companies including Wanda Pictures and Wuzhou Film Distribution are settled in. In 2016, studios were introduced in for the production of 11 Hollywood films in three years’ time as a result of the US-China Film Summit in Los Angeles, while the Hollywood blockbuster The Great Wall directed by Zhang Yimou with investment from Legendary Pictures, Inc. was screened in cinemas worldwide. In 2017, eight films and dramas including the Pacific Rim 2 are

produced, while another five including the Crazy Extraterrestrials are in the phase of set building. With three major events to be held this year, i.e. the awarding ceremony of the Golden Phoenix Awards, the opening ceremony of the Film Museum and the China Movie Expo, the concentration effect for film and television industry of Lingshanwan will be greatly enhanced, and the Area’s global influence will be magnified.

Located in the western part of Qingdao City, the Qingdao Oriental Movie Metropolis, leader of film and television industry in China, is the largest film and television industry project in the world with a total investment of 50 billion yuan. The project covers an area of 376 hectares with a total floor area of 5.4 million square meters, and is divided into nine functional parts, i.e. a film and television industrial park, a grand theatre, the show ground, the Wanda Mall, resort hotels, a yacht fair, an international hospital, an international school and a seaside bar street. The film and television industrial park covers an area of 200 hectares with 30 studios in its production area, in which the world’s largest

10,000-square-metre studio and a fixed underwater studio are built. The production area also has world-class sound, mixing and animation facilities as well as costumes, props and equipment processing plants. There is the world’s first interactive cinema for real user experience. The film and television industrial park, after its completion, will be one of the world’s centres for film and television industry.

Meanwhile, a SMART TECHNOLOGY industry cluster is also under construction. With the great opportunity brought about by the big data development, the Area is building the Digital Capital of China to promote the integrated growth

of big-data-related research, application and trading. The Hewlett Packard Enterprise is the newly created company as a result of the strategic transition of HP by separating its software business. The HPE is a world leader in big data application and research, whose core resources on big data are introduced into the Area to develop the world’s first industrial demonstration base for big data application and research projects. The demonstration base has a total investment of 22 billion yuan, with a future city experience centre constructed. And the 2016 Global Big Data Application & Research Forum was held here. The construction of the big data application and research centre has begun in June 2017. Backed by the world class big data base, companies both upstream and downstream of the big data industrial chain are concentrating here. The first big data exchange centre in Shandong has opened and projects including the Shandong Unicom Big Data Centre and the Tsinghua Tongfang Smart Valley will enter their construction phase later this year.

A large population of high-end personnel including actors, actresses and IT managers, as well as enormous groups of tourists, fans and temporary cast member will come in due to the development of film and television as well as big data industries. Therefore new industries such as recreation, holiday and health industries will flourish. We are now creating the “Lingshanwan Tourist Resort” brand, with plans of big tourist projects including the Huashan Mountain Tourist Resort, the Ocean-themed Park, the Fisherman’s Dock and the Zhuchadao Island as major carriers. Service industry will be promoted by the concentration of people and goods in the Area, with the support of multi-layered living and recreational facilities.

Television Culture Industry Area will nestle thousands of companies in the realm of film and television as well as science and technology. It is estimated that each year over 100 films and dramas will be produced here, which may attract in 20 million tourists and create 100,000 jobs. The Area will be a shining name card for Qingdao, the international bay metropolis, featuring an international “capital of film and television industry and modern smart town”, with high-end industrial cluster worth hundreds of billions of yuan.

Qingdao Lingshan Bay Film and Television Production Service Center(refer to as “QDSC” in the follwing passage) was set out to aid production team with their filming in Qingdao. QDSC is seen as Chinese version of Film Commission and has formulated one stop professional production services system of consultation,livingsupport,scouting, coordination and filming support in the process of serving so well-known teams as The Great Wall,Pacific Rim 2, A Better Tomorrow,etc.

Scouting and Coodination

As a public service platform, QDSC could help crews with their location scouting and coordination. Besides, through close ties with local government, such special photograph as traffic control, firwork and explosion, etc. could be handled timely and smoothly.

Filming Service Pool

A pool covering production service providers ranging from grip rental, props, post production, translation and casts, etc. has also been started out to offer all round production aids.
