Suggestions on Promoting the Development of Film & Television Industry

1. Set up film & television industrial development fund. The fund amounts up to 1 billion yuan every year, of which, half is specially allocated by Qingdao municipal and district governments and the rest comes from social capital. It is mainly used for funding key film & television programs. Outstanding works that are mainly shot and produced in Qingdao will be subsidized within the term of 5 years. Management policy on the use of the fund will be prepared separately.

2. Facilitate the development of key film & television enterprises. Municipal and district financial authorities shall proceed from reality, distribute more special funds to cultural industries and provide financial support to the film and television enterprises under their jurisdiction. The funding amount shall not exceed 10% of the business revenue of the film and television enterprises in that year.

3. Support film and television enterprises' seeking financing through listing. Municipal and district governments can provide full amount of subsidy that offsets one-off local tax increased during standard operating procedure to film and television enterprises seeking listing based on current financial system. It is indicated that film and television enterprises can get a subsidy equivalent to 50% of the expenses incurred before listing, an amount of 3 million yuan at most.
