On the 13th, the first meeting of the Special Work Team for the Promotion of the Mini-Drama Industry in Qingdao was held at the Conference Center of Qingdao Municipal Organs. Liu Shengqin, a member of the Standing Committee of the Municipal Party Committee and Minister of the Publicity Department, attended the meeting and delivered a speech, and Zhao Yan, the Vice Mayor, presided over the meeting.

The meeting reported on the development of the mini-drama industry in Qingdao, conducted an in-depth study and analysis of the development situation of the mini-drama industry, clarified the objectives and tasks, and arranged and deployed the key work for the current and future periods. Focusing on accelerating the creation of a new highland for the development of the mini-drama industry and comprehensively improving the development level of the mini-drama industry in Qingdao, the meeting proposed that efforts should be focused on strengthening policy support, expanding and strengthening the industrial chain, strengthening resource integration, enhancing the creation and production of high-quality works, implementing the talent excellence plan, etc. At the same time, it is necessary to actively cultivate market entities, focus on attracting leading enterprises to invest in Qingdao, and create a mini-drama industry cluster. Qingdao should take the lead in standardizing the development of the industry nationwide, explore and formulate industry standards, take the lead in strictly reviewing mini-dramas, launch high-quality mini-dramas that showcase the features of the times and highlight the characteristics of Qingdao, and continuously polish the brands of "Filmed in Qingdao" and "Produced in Qingdao".

Since last year, Qingdao has seized the new opportunity of the online mini-drama industry. Nine departments in the city jointly issued policy measures such as the "Policy List for Supporting the Development of the Online Mini-Drama Industry". A number of online mini-drama shooting bases have been cultivated and built, including the Northern Mini-Drama Film and Television Base (Cangma Mountain), Qingdao Online Mini-Drama Base, and Liuting Airport Mini-Drama Base. The "Shandong (Qingdao) Online Audio-Visual Creation and Dissemination Service Center" and the online mini-drama review stations in Qingdao West Coast New Area and Shibei District have been applied for and established, providing "doorstep" review services for production institutions. In 2024, 62 key online mini-dramas were planned and filed, accounting for more than 50% of the province. More than 170 mini-dramas were broadcast on leading platforms. Three mini-drama works were selected into the recommended dramas of the "Traveling with Mini-Dramas" creation plan of the National Radio and Television Administration, accounting for 75% of the province. There are more than 800 mini-drama production institutions in the city, and representative enterprises such as Gumeijiahe and Gangshangkaihua have emerged, showing a good development momentum of the mini-drama industry.

In the next step, Qingdao will further improve the service system for the development of mini-dramas, improve industrial policies, strengthen financial support, optimize shooting services, improve the efficiency of mini-drama review services, address the shortcomings in industrial development, strengthen the attraction of high-quality mini-drama projects, build a mini-drama exhibition and trading platform, deeply implement the "Mini-Drama +" action plan, create a number of high-quality mini-drama projects, and continuously promote the high-quality development of the online mini-drama industry.
